The Civil Defense Directorate of the Hashemite Kingdom of Jordan has a rich history rooted in the early days of the emirate, where civil teams operated within municipal staff to ensure public safety. Established in 1948, the need for a dedicated body to protect civilians became paramount, leading to the formation of the Civil Defense Authority.

In 1954, civil defense committees were created across various regions—including the capital and sub-districts—to enhance local safety efforts. This initiative was solidified with the issuance of Defense Order No. (1) in 1955, which restructured these committees for greater effectiveness.

The pivotal moment came during the 1956 invasion of Egypt when King Hussein bin Talal emphasized that “Man is the most valuable we have.” This led to the establishment of the Civil Defense Directorate and resulted in Civil Defense Law No. (12) of 1959, replacing earlier temporary legislation. Initially part of public security, it gained financial independence in 1978.

As Jordan progressed through the nineties, further developments prompted a revision with Civil Defense Law No. (18) of 1999. In late 2019, under royal directives aimed at streamlining security agencies, the General Directorate of Civil Defense was integrated into Public Security’s structure as part of ongoing efforts to enhance national safety.

Today, the Civil Defense Directorate continues to play a crucial role in safeguarding citizens against emergencies and disasters while adapting to modern challenges and ensuring public preparedness across Jordan.
